Wireless systems are a pain, I'm coming to realize.

The first test is to use your laptop at some other place, to see if
its OK there.  This doesn't rule out some problem thats specific
between your wireless card and the libraries AP, but at least 
you can find out if its stable at some other place.

A second test might be to get a different wireless card, and
try that at the library.  If that fails I'd try to talk with the it
people there.
