I've used WebMatrix with WordPress in this exact kind of situation, though
it's not as easy as I'd like it to be. If they really want to go that
route, this resource will be
helpful<http://codex.wordpress.org/Moving_WordPress>.
However, I would strongly urge your friend to sign up with
Bluehost<http://bluehost.com>and just do development from there.
Bluehost has a script that sets up a
new WordPress site for you, you can work on your site before you transfer
your domain if you need to, and the process of making your site live is a
lot less complicated than uploading it through WebMatrix.

For calendar integration, I personally really like the Ajax Event
Calendar<http://wordpress.org/extend/plugins/ajax-event-calendar/>plugin
for WordPress, combined with
Eventbrite <http://www.eventbrite.com> for people to register (if you need
that capability). You can see an example of that implemented on the MSU
