[GLLUG] more Penguicon thoughts

come to think of it a proxy regardless of using it for censorship would be
good anyways just for it's caching capability. If we haven't been using one
we should, given that our bandwidth is usually sucking, maybe we can free
some up by caching stuff, the proxy should be transparent.
